Research: The legality of timber products in Government Procurement in Vietnam – Law, practices and challenges in implementing VPA-FLEGT

The Research "The legality of timber products in Government Procurement in Vietnam – Law, practices and challenges in implementing VPA-FLEGT” is implemented by Vietnam Chamber of Commerce and Industry in cooperation with Vietnam Timber and Forest Product Association (VIFORES), Handicraft and Wood Industry Association of Ho Chi Minh City (HAWA), Forest Products Association of Binh Dinh (FPA Binh Dinh) and FOREST TRENDS. The research aims to provide picture and preliminary information on legal aspects and the current status of timber products in government procurement in Vietnam.

Because of the restriction of research scale, this paper can not provide all information of real legal sitution as well as practices for legal wood in government procurement contracts relating to timber products in Vietnam. The aim of research is to provide the basic information of these issues, thereby identifying some most noticeable problems in related practices and giving policy recommendations. It is hoped that this research will be an useful basis for the following larger research on legal woods in government procurement in Vietnam, thereby giving recommendation for Vietnam  government in building and implementing a public bidding system in order to ensure the legality of timber products as the subject of procurement in this system.
