Accordingly, the PM requires ministries, ministerial-level agencies, and the People's Committees of provinces and cities to communicate the information about the CPTPP and nations joining the agreement, training officials to have knowledge on investment, services, customs, Government procurement, trade defense, intellectual property, agriculture-forestry-aquatic products, labor, environment and specific commitments related to the CPTPP. 

The information focal points on CPTPP in particular and other Free Trade Agreements (FTA) in general will be established at the Ministry of Industry and Trade to provide information and guidance on contents of commitments and issues related to the CPTPP and FTAs Viet Nam has joined. 

Competitive capacity, development of human resources focused 

The key tasks of the action plan are improvement of competitive capacity and development of human resources. 

It aims to set up supporting programs to improve the competitive capacity for sectors and businesses, especially small and medium-sized enterprises in line with the international commitments as well as support Vietnamese firms to join the production, value chain, global and regional supply chains. 

The action plan highlights the importance of vocational training and associating training with businesses, application of science and technology into production, establishment and completion of technical measures in accordance with the international commitments for enhancing the development of Vietnamese businesses and products and protection of consumers. 

The operation of an early warning system on trade defense and the improvement of trade defense capacity will also be enhanced.  

The plan focuses on restructuring agriculture and rural economy in form of advanced production and application of environmental-friendly and safe science and technology. 

It helps strengthen measures and mechanisms to encourage and orient foreign-invested enterprises to join hand with domestic ones to form and develop supply chain and develop high-quality human resources, particularly in fields of technology, law and finance.
