Official letter No. 4993/TCHQ-GSQL dated August 5th, 2019 of the General Department of Vietnam Customs regarding Certificate of Origin (C/O) within the framework of the CPTPP

The document is to provide temporary guidelines on the declaration of the certificate of origin (C/O) for goods entitled to CPTPP tax rates while waiting for the Ministry of Finance's promulgation of a Circular regulating this issue. 

Accordingly, in order to enjoy incentives under the CPTPP Tariff, each imported shipment must have the C/O fully presenting the necessary information below:

- Exporter or manufacturer: to specify whether the certifying person is the exporter or the manufacturer;

- Name, address, phone number and email of the certifier;

- Name, address (including country), phone number and email of the exporter if the exporter is not the certifier

- Name, address, phone number and email of the manufacturer if the manufacturer is not the certifier or the exporter or write "Various" if there are various manufacturers;

- Name, address, email, phone number of the importer (if there is information about the importer);

- Goods description and HS codes;

- The origin criterion: To specify the origin criterion the goods meet

- Blanket Period;

- Date and signature of the authorized person.

The declaration of the C/O on the customs declaration shall be carried out according to Article 5 of Circular No. 38/2018/TT-BTC.
