Circular No. 11/2020/TT-BCT on Rules of origin of the EVFTA

On June 30th, 2019, the Free Trade Agreement between Vietnam and the European Union (EVFTA) was signed in Hanoi. Since the EVFTA was signed, the Ministry of Industry and Trade has researched and developed a Circular on Rules of origin soon to be implemented when the Agreement comes into effect.

On June 8, 2020, the National Assembly of Vietnam ratified the EVFTA and EVIPA  during the 9th session of the 14th National Assembly. Immediately after the National Assembly ratified the EVFTA Agreement on June 15th, 2020, the Minister of Industry and Trade signed the Circular No. 11/2020 /TT-BCT on rules of origin of the EVFTA. The Circular includes 05 Chapters, 42 Articles and 08 Appendixes, specifically:

- Chapter I: General provisions

- Chapter II: Rules to determine origin of goods

- Chapter III: Certification and inspection of origin of goods

- Chapter IV: Special provisions

- Chapter V: Implementing provisions

Circular No. 11/2020 / TT-BCT dated June 15, 2020 of the Minister of Industry and Trade takes effect from August 1, 2020.
