However, resources for industrial promotion activities from the national and local industrial promotion programs still do not correspond to the actual needs of rural industrial establishments in the area.

With that reality, the center will focus on mobilizing and effectively using all resources to support rural industrial establishments; Focus on supporting the innovation of machinery, equipment and technology for establishments investing in advantageous industries of the province and industries with products to serve. With limited industrial promotion resources, the center focuses on mobilizing and effectively using all resources in addition to industrial promotion funds to create new motivation to promote the development of industrial and handicraft production in rural areas. . Search, select, and classify rural industrial establishments to prioritize support for industrial promotion capital in the direction of focused investment, focusing on developing advantageous industries of the province, industries with products to serve tourism. Currently, in Quang Binh province, there has not been a network of officials working on industrial promotion from district to commune. Most of the officials working on industrial promotion in districts, towns and cities are part-time, usually constantly changing. Therefore, the work of capturing information, developing plans, and organizing the implementation of industrial promotion projects locally faces many difficulties; Currently, there are still many beneficiaries who have not been approached about the content and information to support industrial promotion funding.

Funding for annual industrial promotion only stops at the state budget's support and counterpart from beneficiary units without mobilizing other resources to support industrial promotion activities. The majority of rural industrial establishments are manufacturing establishments, small and medium enterprises or micro enterprises, and small production business households. While the capital need to invest in applying new technology is quite large, the level of support from industrial promotion sources is only encouragement, so the number of establishments participating in implementing the project is not many. Rural industrial establishments in the province still focus heavily on crude processing, without enough resources to invest in deep processing to increase the added value of products.

For the central government, it is recommended that the Ministry of Industry and Trade review current mechanisms and policies to propose adjustments and completion of the legal framework on industrial promotion, ensuring compatibility with the current actual situation.
