5th FTA negotiation round between Vietnam and Customs Union of Belarus, Kazakhstan - Russia

From March 31 to April 4, 2014, in Almaty, Kazakhstan, the 5th negotiation round of FTA between Vietnam and Customs Union of Belarus – Kazakhstan – Russia was held under the chairmanship of Ministry of Industry and Trade of Vietnam Vu Huy Hoang and Minister in charge for Trade in Asia – Europe Economic Committee Andrei A. Slepnhev.

Implementing the guidance of Ministers – Heads of Negotiation Delegations on the goal to conclude FTA negotiation by the end of 2014, negotiating groups (Trade in Goods, Trade Protectionism; Rule of Origin; Customs management and trade facilitation; SPS; Service, Investment and personal movement; Intellectual Property; Electronic Technology in Trade; Government Procurement and Legislations – Institution) had made the highest efforts to conclude negotiation on the text of Chapters and started discussion on content of several Chapters.

In spirit of opened-mind, constructiveness and mutual understanding, in principle of benefits balancing with specific conditions taken into account, Vietnamese and Customs Union’s Delegations basically reached agreement on consolidated text of several chapters including Trade in Goods; Electronic Technology in Trade, SPS…At the same time, two sides had in-depth and detail exchange on the Appendices to the Agreement, especially in Trade in Goods and Rule of Origin. With the aim to accelerate the common negotiation pace, two sides agreed to hold middle-term session of Groups on Trade in Goods; Trade protectionism; Rule of Origin; Service, investment and personal movement; Intellectual property.

Two sides also agreed to speed up internal consultation and to have information exchange in all forms. The 6th negotiation round is scheduled to be held in Federation of Russia from June 16 to 20, 2014.
