Viet Nam and Russia prepare joint action plan for 2026-2028

Viet Nam and Russia are moving forward with the development of a Joint Action Plan for the 2026–2028 period, focusing on areas ranging from nuclear energy and oil and gas cooperation to education, training and regional connectivity.

The discussions took place during a meeting in Moscow on May 14 between Vietnamese Ambassador to Russia Dang Minh Khoi and a Russian Federation Council delegation led by First Deputy Speaker Andrey Vladimirovich Yatskin.

According to the Russian side, the new action plan will build upon the effectiveness of the previous “25-point” cooperation programme while adopting a more practical structure divided into specific sectoral groups to facilitate implementation and monitoring.

Nuclear energy cooperation and education were identified as two key pillars for the next phase of bilateral relations. Russia expressed particular interest in expanding cooperation agreements between universities in both countries, including broader training and joint research initiatives.

Russian representatives said the first draft of the action plan is expected to be sent to Viet Nam in June. Both sides are aiming to finalise and sign the document in Hanoi during the anticipated visit of Russian Federation Council Speaker Valentina Matvienko to Viet Nam this autumn.

Beyond central-level cooperation, regional connectivity remains an important focus in the Viet Nam–Russia agenda. The two countries are promoting multiple partnership models, including cooperation between Altai Krai and Khanh Hoa, Kurgan and Khanh Hoa, as well as between the Nenets Autonomous Okrug and Vietnamese localities. Preparations are also underway to renew cooperation agreements with Rostov province.

Ambassador Dang Minh Khoi noted that Viet Nam–Russia relations continue to maintain positive momentum through recent high-level visits and expanding cooperation across strategic sectors.

He proposed broadening oil and gas cooperation in a more comprehensive direction, extending beyond exploration, production and training into petroleum processing and energy trade. He also emphasised that education and training should continue serving as a long-term pillar of bilateral cooperation.

One notable proposal discussed during the meeting was the expansion of local partnership programmes, including a sister-city initiative between Saint Petersburg and Quang Tri.
