In 2020, the activities of Vietnam’s businesses took place in the context of many difficulties and challenges because the COVID-19 pandemic had serious impact on many socio-economic aspects. The Government, Ministries and localities proactively proposed and effectively implemented solutions, promptly removed difficulties, and promoted economic growth. 2020 is also the last year of implementing the five-year socio-economic development plan 2016-2020, is the base year for building the annual and next five-year socio-economic development plan. According to the additional assessment report on the results of the implementation of the Socio-Economic Development Plan in 2020, Vietnam achieved and exceeded 10/12 key targets set by the Congress. In 2020, despite the serious impact of the COVID-19 pandemic, Vietnam was still one of the countries with the highest economic growth rates in the world, in the group of 40 largest economies in the world and ranked fourth in ASEAN. According to “The Economist” Magazine, Vietnam is in the group of 16 most successful emerging economies in the world.

Positive and effective development of the business sectors with contribution of over 60% to the gross domestic product (GDP) has importantly contributed to the economic growth results of the country in recent years. In order to recognize the achieved results, and to meet the requirements of State Management Agencies, the Ministry of Planning and Investment performed "The White Book on Vietnamese Businesses 2021". The publication includes basic information to assess the level of Vietnam’s business development in 2020 and in the period 2016-2020. The White book consists of 3 parts:
