Handbook “Q&A about ASEAN Trade in Services Agreement (ATISA)”

ASEAN Trade in Services Agreement (ATISA) was signed on April 23, 2019 and took effect from April 5, 2021. The ATISA Agreement is expected to further promote trade in services and enhance the competitiveness of service exporters in ASEAN. The ATISA Agreement has new fundamental differences such as “negative list” approach and “ratchet” principle, compared with “positive list” approach in WTO Agreement and ASEAN Framework Agreement on Services (AFAS). 

This Handbook was published with the purpose of providing accurate and concise information to help disseminate basic knowledge about the ATISA Agreement. This is a useful reference document to assist new officers in charge of trade - services to improve their understanding and improve their operational capacity. 

The content of the Handbook consists of two parts: Part I provides general information about ATISA: context, goals, important characteristics through 30 questions. Part II helps readers test their knowledge about the ATISA Agreement through a self-assessment test consisting of 15 True-False questions.
