Bidding Handbook: Procurement package for timber products

VPA-FLEGT Agreement between Vietnam and the European Union (EU) took effect from June 1, 2019.

One of the basic requirements of the VPA-FLEGT is that timber and processed timber products exported from Vietnam or consumed in the domestic market of Vietnam must be "legal". According to VPA-FLEGT, "legal timber" is wood that fully complies with legal regulations related to the exploitation, transportation, import, production and processing of these products. In order to fulfill this requirement of the Agreement, the Government has issued Decree No. 102/2020 / ND-CP dated September 1, 2020 on Regulations on Vietnam's Timber Legality Assurance System. In the coming time, a number of other regulations will also be issued to guide VPA-FLEGT's commitment to legal timber in other specific aspects, including legal timber procurement.

Timber and timber products (hereinafter collectively referred to as "timber products") are the common procurement objects of many bidding packages according to bidding procedures. To ensure the legality of timber products in public procurement / procurement, procuring / soliciting units, especially those directly involved in the procurement of packages Bidders with timber products need to know the legal provisions directly related to the legality of timber, which are specified in Decree 102/2020 / ND-CP and other relevant documents.

Bidding Handbook "Procurement package for timber products" was compiled by the Vietnam Chamber of Commerce and Industry (Center of WTO and International Trade) to help procuring units / procuring entities and staff directly participate in this work. The Handbook introduces the basic requirements for legal timber, issues that bidders should consider when soliciting bids, evaluating bids and selecting contractors in packages containing timber products.
