On October 29, 2021, the Ministry of Industry and Trade issued Circular No. 14/2021/TT-BCT guiding the implementation of the Free Trade Agreement between Vietnam and the United Kingdom of Great Britain and Northern Ireland on Trade Remedies.

Accordingly, the Ministry of Industry and Trade will consider to impose anti-dumping and anti-subsidy tariff lower than the dumping or subsidy margin if this lower tariff rate is enough to eliminate damage to the domestic industry.

In addition, Investigation period of bilateral safeguard measures is 01 year from the date on which the investigation decision is issued. The application period of bilateral safeguard measures must not exceed 2 years.

Organizations and individuals must register and be approved by the investigating authority to become a party involved in the investigation of bilateral safeguard measures in accordance with the provisions of the Law on Foreign Trade Management.

Circular 14/2021/TT-BCT on October 29, 2021 will take effect from December 15, 2021.
