In 2011, VCCI's legal support activities in the process of international economic integration was implemented within the framework of the WTO Center (established in 2010, with the goal of systematizing supporting activities, integrating into a common focal point for more effective implementation of these activities). Activities of the WTO Center are carried out on three basic areas:

- International trade policy advisory: VCCI acts as the representative of business community to consult, recommend, request Government in trade policy, especially trade opening negotiation

- Assisting businesses in issues relating to trade remedies: this is one of the groups of activities in support of businesses in major issues in international integration

- Providing information, training, advice and other support on trade integration: this is the general supporting activities of VCCI

1. International trade policy advisory

This is a major group of activities aiming at implementing Prime Minister's Instruction on enhancing business community's engagement on international trade agreement negotiation and implementation with VCCI as the representative. This group of activities has proved to be highly effective in supporting the business community in sustainable and proactive international integration.VCCI has founded International Trade Policy Consultation Committee, situated within WTO and Integration Center, Legal Department to host related activities.

In 2011, the Commitee performed 02 major policy advocacy campaigns on TPP and EVFTA.

Besides, VCCI also provided consultation and policy advocacy on a smaller scall, in different formats (research, review, recommendation,...) on various FTAs.

2. Assisting businesses in issues relating to trade remedies 

2.1. Direct support for businesses and associations on trade remedies related issues

The Center provides businesses with legal supports relating to trade integration, especially the use of anti-dumping, subsidy and safeguard lawsuit of Vietnam's goods in other countries. In 2012, WTO and International Trade Center provided  06 support packages (information, legal consultation) for Vietnam associations and businesses on antidumping investigations of Vietnam's goods in foreign markets.

2.2. Antidumping, antisubsidies and trade defense websites www.chongbanphagia.vn and www.antidumping.vn

The two websites have been in operation since 2008. The center took over and maintained the websites. Currently it is the biggest information hub on this matter in Vietnam, highly appreciated by businesses, associations and government agencies. Until December, 2011, the Vietnamese websites had reached 04 million visits, English website 900.000.

3. Providing information, training, advice and other support on trade integration

3.1. Completing organizational and operational structure of WTO Center

2011 is the first year integration activities are carried out under WTO Center. Therefore, several activities related to organization, mechanism has been implemented, such as:

- Develop Center Statute

- Establishment of secretariat

- Building a network of domestic and foreign experts.

3.2. WTO and Integration Center: www.trungtamwto.vn and www.wtocenter.vn

This is the interface between the WTO Center and businesses and related units. The portal provides all up-to-date information on laws, practices, lessons learned, case studies ... related to the WTO and international trade agreements to which Vietnam is concerned, and is a forum and advice point for businesses on this issue. It has been rated as one of the richest websites on WTO and integration issues to date. Especially, the portal maintains at the same time 2 versions (English and Vietnamese), serving domestic and FDI enterprises. Although newly built and running since 2010, up to now, there have been about 950,000 Vietnamese version website views and 660,000 English version websites visits.

3.3. Publication

- Compiling, Designing, Publishing and Publishing 04 Quarterly Newsletters “Business and International Trade Policy”

- Compile, Design, Publish 12 monthly "International Trade Law" Newsletters - Compiling and completing the book "Manual on International Trade Policy Advocacy"

- Compiling, Designing, Publishing and Publishing Policy Recommendations "Vietnam

- EU Free Trade Agreement (Vietnam - EU FTA)" - Update content and print, issue the second handbook of anti-dumping - anti-dumping anti-dumping handbook in the United States, and anti-dumping - anti-dumping anti-dumping handbook in the EU.

3.4. Conference - Training

 

- March 10-11, 2011: Workshop "Negotiating Vietnam - EU Free Trade Agreement: What Opportunities and Challenges for Vietnam?" in Hanoi and Ho Chi Minh City with about 400 participants.

- July 14, 2011: Workshop "Anti-dumping - Anti-subsidy for exports to the EU: New developments - Impact and Impact" in Hanoi with about 120 participants.

- October 17, 2011: Training course "Information Mining Guidelines from ITC Trade Map" in Hanoi with 30 participants.

- 7-11 November 2011: Training course on "Intellectual property rights in practice: How to effectively protect and enforce" in Hanoi with 37 students.

- December 23, 2011: Session 4 - Advisory Committee on International Trade Policy in Hanoi with nearly 30 Committee members and 20 guests.

3.5. Consultation

 

The WTO Central Secretariat has carried out hundreds of daily direct telephone and email consultations to Associations and businesses on various integration issues.
